Informational – analytic review of defense news by Defense and Security Policy Center
In an interview with "People's Army" director of the Department of Finance of Ministry of Defense, Lieutenant General Ivan Marko told about 2010 fiscal year and its influence on the Armed Forces of Ukraine.
Comment: "According to the decision made by the National Security Council of Ukraine and approved by the Cabinet of Ministries of Ukraine it is planned to allocate 20.8 billion USD for defence, including 19.8 billion USD - directly to MoD. These funds will be received from the General Fund. Without these funds providing appropriate level of defense will be difficult "- said Ivan Marko. Now all activities of the Department of Finance aims at, first, the most efficient use of resources, and second - to finish the fiscal year and to convince the Government in objective need to increase it next year. After all, if the Cabinet will give 8.2 billion USD that now appears on the general fund, it will nothing resolve: only payroll and food – 7 mlrd USD, without the cost of utilities.
2. Security in the Black Sea region: the Ukrainian-Russian negotiations on the Black Sea Fleet of the Russian Federation in Ukraine
Moscow and Kyiv have to continue an active negotiating process on the Black Sea Fleet of the Russian Federation in Ukraine.
Comment: Meetings of the working group on legal issues and the working group on military-political issues to further stay of Black Sea Fleet is scheduled in Ukraine at the end of November in Moscow. In December in Sevastopol will be a meeting of the working group on environmental issues and a meeting of experts on crossing the state border of Ukraine and Russian military movements outside their places of deployment on the territory of Ukraine. The agenda of the consultations are the implementation of the Agreement of March 16, 2000, signed by the governments of two countries on mutual recognition of rights and regulation of property relations in the Black Sea housing and socio-domestic purposes in areas of deployment of its military forces on the territory of Ukraine. At the beginning of next year will be a meeting of the Working Group on the inventory of land and state property of Ukraine, which passed in the use of Black Sea Fleet. It will be held on the eve of another, the eighth meeting of the subcommittee on the operation and its Black Sea Fleet stays in Ukraine of Russian-Ukrainian Interstate Commission, which is scheduled for first quarter 2010.
3. International education: teaching Navy Sea Breeze-2010 "
03-05.11.09, the Italian city of Naples held a conference with the conceptual planning of bilateral Ukrainian-American training Navy Sea Breeze-2010 ".
Comment: Working Group of the Ukrainian Navy at the conference was headed by first deputy commander of Naval Forces of UAF Vice Admiral Viktor Maksimov. During the conference the participants worked out a concept for future military exercises, identified the location, the possible number of participating countries, the likely composition of forces and conditions for their full support.
Ukrainian-American studies series "Sea Breeze" held in 1997 in accordance with the "Memorandum of understanding and cooperation on defense and military relations between the U.S. Department of Defense and the Ministry of Defense of Ukraine from 1993. They started to build up training and readiness of the Navy of UAF on bilateral basis, but is open to other countries.
4. International education: special operations forces multinational training
Extensive multinational training of special operations forces "Jackalstone 2009" finished at the end of September in the Republic of Croatia. Second time representatives of the Armed Forces of Ukraine took part in training.
Comment: The exersises involved troops from Albania, Lithuania, Macedonia, Croatia, Poland, Romania, USA, Hungary and Sweden. Ukraine was represented by two units of special purpose: land and sea. In the exercises, which were held simultaneously in different parts of the Balkan countries and in the waters of the Adriatic Sea, were involved ships, aircraft and vehicles of the Armed Forces of Croatia and the United States. According to Chief of Special Operations Forces Directorate of General Staff the UAF, Colonel Yuri Servetnyk, participation in that exercises gives the possibility to see the latest training methods, tactics, weapons and equipment for special operations forces used by leading armies in the world.
5. International Cooperation: visit of Air Force delegation of UAF to China
05.11.09, Ukrainian military delegation headed by the commander of Air Force of Ukraine, General Colonel John Rusnak left Ukraine for a visit to the Peoples Republic of China.
Comment: The purpose of the visit of Ukrainian representatives to China is to participate in the celebrations to mark the 60 anniversary of the Air Force People's Liberation Army, People's Republic. The Ukrainian military delegation is planning to attend the Forum "Air Force in the watchman of peace and development" and to meet with Air Force commands of other countries which will participate in the festivities. Also, the Ukrainian military with its Chinese and foreign counterparts will discuss participation in the development of modern combat aircraft and air defense, and cooperation in strengthening global and regional security.
6. International Cooperation: Bilateral Air Force MAT to the U.S.
04-08.11.09, Ukrainian military delegation headed by First Deputy Commander of Air Force Lieutenant General Ukraine Sergiy Onishchenko visited U.S.
Comment: The purpose of the visit of Ukrainian delegation to the United States is to visit a Command of California National Guard and discussing with American counterparts the issues associated with the use of airspace and the action of the regular forces for air defense. During the bilateral meetings and briefings by representatives of delegations of Air Force of Ukraine became familiar with the system of Air Defense of USA, organization of functioning of combat duty, actions of military and civilian authorities to ensure the safety of airspace. Also, the Ukrainian military familiar discussed the principles of C-2 system of air defense forces and changes in air defence, requirements on the use of airspace in the United States.
7. Army and Society: actions of the power structures in a flu epidemic
President of Ukraine – Commander in Chief of the Armed Forces of Ukraine Viktor Yushchenko had a meeting with the leaders of the military formations of Ukraine on 04.11.09.
Comment: The meeting was devoted to hearing the decision of the NSDC of Ukraine from October 30, 2009 "On urgent measures to ensure national security in an outbreak of pandemic influenza in Ukraine" and the possibility of law enforcement agencies of Ukraine to assist the civilian population. Temporary executing on duty of Ministry of Defense of Ukraine Valeriy Ivashchenko reported that about 30 drug-nursing teams with the necessary medical equipment are formed and ready to assist civilian population in their localities, mostly in rural areas. MoD of Ukraine has the opportunity to bring up to 5 mobile fluorographic units, mobile field medical laboratories, provide opportunities for treatment in military hospitals, which will be deployed additional 2000 beds. Military department may provide in the use of sanitary aviation aircraft AN-26 "Vita" and MI-8 helicopter to evacuate patients in case of need for highly specialized emergency medical care. As a measure the Ministry of Defense of Ukraine made a decision postponed shipments of conscripts to troops in November for ten days and complete discharge military personnel who complete service in UAF by 06.11.09.
8. Army and society: influenza and other acute respiratory infections affect on military personnel
2,448 soldiers who are sick with the flu and other acute respiratory viral infections were in the Armed Forces of Ukraine at 9.00 05.11.09. Of these, 246 soldiers of pneumonia were diagnosed, 2 more soldiers - with signs of possible illness of influenza А/H1N1.
Comment: Two soldiers with signs of possible illness of influenza А/H1N1 are treated in military medical facilities. They were provided with medical assistance and an appropriate course of treatment. Their condition is assessed as stable. Increase the total number of personnel of the Armed Forces of Ukraine, who are sick with the flu, primarily due to the intensification of military doctors to detect and hospitalization of all, without exception, soldiers who have slightest signs of acute respiratory viral infections. With the outbreak of pandemic flu in Ukraine it is simply a preventive mesure, which already gives its positive results. The vast majority of military units do not have an epidemic, even in regions where introduced quarantine measures.
9. Weapons and military equipment: testing the upgraded communication station R-423-1MU
The state testing of troposphere communication station R-423-1MU is continuing in the Military Standards Metrology Center of the Armed Forces of Ukraine in Svitlovodsk, Kirovohrad region.
Comment: Currently the R-423-1MU station is used in military units and institutions of UAF for communication. Modernization of station R-423-1MU is provided by an Open Joint Stock Company "Olympus" in order of MOD of Ukraine.
Mobile Digital tropospheric radio R-423-1 designed for microwave communication up to 200 km, a fixed stand and temporary radio in a rugged, mountainous, wetlands area. Application of radio R-423-1 is the most reliable and efficient method of communication in emergencies (in case of floods, earthquakes and other natural disasters).
The station provides reception and transmission of external subscribers of digital information flow with speeds 480 and 2048 K bps; tone frequency analog signals and digital signals at a speed of 1.2, 2.4, 4.8, 9.6 k bps.
Station equipment includes: the hardware machine, electric power station, machine of maintenance and service connection. Equipment placed on vehicle URAL -43203 or KAMAZ. It's also produced a stationary version of station.
Specifications: 4,4-4,75 GHz frequency range, transmitter power, not less than 1.5 kW, the number of fixed wave 220, data rate 48, 480, 2 x 480, 2048 kbit / s; range communications in the interval 120 - 220 km; reliability coefficient of loss, no more than 10.4, the number of service channels - 2 phone and 4 telecommunication.
