1. National Defence Capability: Examination of the National area Defence system
From 15 to 30 Sept 2009 on directive of the President of Ukraine #721, dated 09 Sept 2009, the National Area Defence system is to be examined.
Comment: the aim is to revise the UAF and other military entities activities in 2009. During inspections the status of National Area Defence system and level of interoperability between the UAF, Internal Security troops, Ministry of Interior, Border Service, State Transport Special Service and local powers will be evaluated.
National Area Defence of Ukraine is a system of nationwide military and other actions to be executed during crisis (conflict) period with purpose to: secure and protect the national border, ensure a proper functioning of State bodies of administration and military C2, strategic (operational) deployment, guarding of the vital object and communications, counter subversive activities, insurgency and illegally raised armed gangs, enforcement of defense emergency.
2. Combat Training: Helicopter flying
During the period of three flying days 3, 4 and 7th Sept 2009 the helicopter unit of 79th independent Air Mobile Bde has performed a several flying missions for various helicopters’ types.
Comment: Mi-8 and Mi-24 were trained in accordance with combat training plan. As main tasks for training were to improve a pilots professionalism, examine their flying technique and trial air equipment after remedial maintenance. There 46 pilots were involved at the exercise and in total they have done 30 hrs wheels-off time. Besides that, the air staff of Joint Rapid Reaction Corps and part of pilots (for the upcoming rotation of 56th independent helicopter unit in Liberia) have had practice.
3. Peacekeeping: Ukrainian peacekeepers to be deployed in Cyprus
On 11 Sept 2009 the President of Ukraine – C-in-C of the UAF V. Yushenko endorsed a Decree #732/2009 “The deployment of peacekeeping personnel to participate at UNFICYP”
Comment: according to this state paper the Ukrainian personnel will consist of 10 persons. Deployment decision was made in virtue of Ukraine’s liability as UN member, based on National Security and Defense Council proposals and in accord with low of Ukraine “Participation of Ukraine at the peacekeeping operations”.
UN Mission in Cyprus was launched under UN Security Consul Resolution #186 dated 04 Mar 1964 to prevent a renovation of confrontation between Greece and Turkish communities, ensure low and order. Mission HQ is located in Nicosia. As of 01 Sept 2009 there are 924 peacekeepers in Cyprus (855 UNMOs, 69 UNPOLs), additionally, international civilians – 39 and local staff -112.
4. Peacekeeping: certification of Ukrainian component of “UkrPolBat”
In the period 7 - 11 Sept 2009, the Ukrainian unit of “UkrPolBat” has been successfully certified for operation in Kosovo. The stratification was conducted on the military base of 95 independent Air Mobile Bde of 8 Army Cops of the UAF in Zhitomir.
Comment: this was done for a check of peacekeepers readiness to perform their missions in Kosovo. Professionalism, manning quality and equipment state as well as C2 effectiveness were examined. Unit bedding-in has been conducting since May 2009 on the Bde training facilities. At four stages of combat shakedown there 317 hrs of tactics, 85 hrs of marksmanship training, 86 hrs of APCs and other platforms driving, 30 hrs of language practice and country study were executed.
5. Multinational training: Naval exercise “Trust - 2009”
Two day’s exercise “Trust - 2009” was commenced in the Crimea on 08 Sept 2009 and intended to a practicing of UAF Navy South Base for a vessel in distress rescue.
Comment: “Trust - 2009” is under the Document for enhancement of the trust and confident building among Black Sea Region Countries. Mine sweeper “Cherkassy”, Fire fighting speed boat “Eupatoria”, sea tugs “Kovel” and
“Novoozernoe”, MEDIVAC ship “Sokal” and helicopter “Ka-27PR” were participating the event under Bulgarian, Romanian, Turkish and Russian Navy experts supervision.
Such training follows the Black Sea nations Trust and Safety Document that was signed by Ukraine, Russia, Bulgaria, Romania, Georgia and Turkey in 2002 in Kiev. The Document covers enhancement of the trust and confident building among Black Sea Region Countries.
6. Multinational training: “Combined Endeavour – 2009” multinational exercise
During last week on the land of B&G, Netherlands and Denmark a large-scale signal troops multinational exercise “Combined Endeavour – 2009” was held.
Comment: this event is within the NATO PfP Program and having involved units from 27 NATO and partners nations that were split off to four regional groups. Groups “A” and “B” are in Banya – Luka area (B&G), “C” is in Zautcamp (Netherlands) and “D” is in Frederick (Denmark).
Ukraine takes part in the exercise annually, since 1997, what is aimed to enhance C2 interoperability, bring to common points both the Partners and Allied communication systems in order to ensure a higher collaboration ability during joint training and crisis respond actions. Other goals of exercise are: testing communication and IT systems that participating countries are equipped with, examine their compatibility in compliance with both NATO and commercial standards.
7. International military cooperation: Meeting of Chief of the UAF GS with DCoGS of RF
Chief of the GS - C-in-C of the AF of Ukraine, General of Army of Ukraine S. Kirichenko, met with Deputy Chief of General Staff of Russia Federation Armed Forces – Head of Science Military Committee, General A. Nogovitsin, in Kiev on 11 Sept 2009.
Comment: in the meeting S. Kirichenko stated that Ukrainian GS considers a Ukrainian-Russian military cooperation as key factor in the process of consolidation for opened and good-neighbourly relations.
They took an opportunity to discuss extensively the bilateral military cooperation points. Although the several pre-planned arrangements for 2008 and 2009 years have not been completed, S. Kirichenko highlighted that military cooperation goes fruitfully. At the same time he enounced a certainty of that interaction cumulates momentum and it will have more constructive character.
8. International cooperation: Working meeting between Ukrainian, Byelorussia and Poland Chiefs of General Staff
A tripartite meeting between Ukrainian, Byelorussian and Polish Chiefs of General Staffs took place in the Byelorussian town Brest, where topical issues of military cooperation were considered.
Comment: during a meeting parties concerned talk over the airspace security of neighbouring countries and with a view of this, have considered alternatives to arrange co-training for their national air defence systems. Additionally, they discussed a creation of multinational engineer unit that may have specific capabilities of emergencies management and conduct clean-up operations after technological disasters. As per initial agreement, national elements to be kept at their own military bases, and annually called for joint training. It was mutually agreed that such meetings, hereafter have to be on a regular basis, and next will become a formal one and planned to be held in Ukraine.
9. Military equipment: under licence manufacturing of combat aircraft
On 10 Sept 2009 having a visit to State Aircraft Repair Plant "LDARZ" in Lviv, Mr. V. Ivashchenko, acting Ministry of Defense of Ukraine, made public about a possible inception in Ukraine of modern international combat aircraft assembling/manufacturing.
Comment: V. Ivashchenko emphasized that in Sept 2009, Ministry of Defence Collegium is to look into major aspects relative to onward development of Ukrainian military repairs and upkeep capacity, particularly in the air technologies segment. The point at issue is to exploit facilities of Lviv’s State Aircraft Repair Plant "LDARZ" and to deploy there a manufacturing of modern international combat aircraft.
According to what he informed, now an examination works and research of combat aircraft along with possibility of its assembling in Ukraine, specifically on "LDARZ" enterprise are under way.
