Informational – analytic review of defence news by Defense and Security Policy Center

1. Ukraine – NATO: addition to Charter about the special partnership

21 August 2009 at NATO headquarters in Brussels, a chairman of Ukraine mission at NATO, Igor Sagach and the General Secretary of NATO Anders Fogh Rasmussen signed a declaration in addition to Charter about special partnership between Ukraine and Alliance.

Comment: A signing of the declaration became a next step in the execution of decisions, which were accepted on the Ukraine-NATO commission at the level of the Ministers of External Affairs in December last year. In this document were fixed changes in relation between Ukraine and NATO, which happened from the Charter about special partnership signing in 1997 in connection with the decision which were made in 2008 and the opinion of future membership of Ukraine in Alliance and practical succeeding mechanisms to this goal. The declaration formed the main role in Ukraine-NATO commission, in process of deep reforms in Ukraine, that will be performed in case of carrying out of national programs.
2. International military cooperation: Ukrainian-Canadian relationships

In Kyiv will be performed a meeting of Chairman of the General Staff – C-in-C of the Armed Forces of Ukraine, General of Army SERGEY KIRICHENKO with military attache under the Canadian embassy in Ukraine Col. Ernie Rumiller.

Comment: SERGEY KIRICHENKO noted that future cooperation with Canada will support at first, the development of the Armed Forces of Ukraine, realization of military part and Euro-Atlantic objectives of our country and the execution of common purposes with the Armed Forces of other countries with security and stability maintenance in Europe and in the world. A Chairman of the General Staff – C-in-C of the Armed Forces of Ukraine, General of Army ensured, that from Ukrainian side will be performed everything possible, that could organize multinational Ukrainian-Canada-Poland-Lithuanian tactical training of company level “Leap Arc” next year. Education “Leap Arc” found in 2003 with the initiative of the Ministers of Defense of the countries members and has been executed by “Partnership for peace” program. The purpose of the training – is to work with interaction of squads during the execution of the peacekeeping operations. In 2007-2009 the training didn’t perform in order to different consequences (moved to next, need of financing etc.).

3. Military-technical cooperation: development and mass-production of An-70

18 August 2009 in Moscow suburb town Zhukovskiy within the framework of the 9th International aviation-space salon “MAX-2009” took place a working meeting of temporally acting Minister of Defense of Ukraine VALERY IVASCHENKO with the Minister of Defense of a Russian Federation ANATOLIY SERDYKOV.

Comment: During this meeting VALERY IVASCHENKO and ANATOLIY SERDYKOV signed a Protocol between Government of Ukraine and Government of Russian Federation about a subsequent cooperation in providing development of joint mass production of operatively tactical troop-carrier An-70 and sky truck An-70Т with the engines D-27. The program of creation of airplane An-70 was realized by Russian Federation and Ukraine on the basis of intergovernmental agreements from the years of 1993 and 1999. In 2006 Russian Federation declared the intention to go out from the program, however till today the exit of the Russian side from a project officially is not designed. Pursuant to the concerted sides by estimations, the volume of charges of Ukraine and Russian Federation on the program An-70 makes about $1,5 milliards, upon completion the Project needs $100 millions . The start of mass-production of airplane An-70 is planned to begin in 2011.

4. International studies: activating of “BLACKSEAFOR”

21 August 2009 within the framework of the August 14th activation the Black Sea group of ships of the naval cooperation “BLACKSEAFOR” visited Russian port Novorossiysk.

Comment: On the way by sea to Novorossiysk ships performed planned training. It was anticipated by a plan to stay in port for bringing several protocol measures. In next activation will be included frigate of The Naval Force of Bulgaria”Smeli”- flagman of group of ships, ship of The Naval Force of Ukraine connection “Slavutich”, landing ship of Black Sea Fleet “Cesar Kunikov”, corvette of the Naval Force of Romania “Counter-admiral Machellariu”, frigate of the Naval Force of Turkey “Barbaros” .

5. Verification activity: inspection of Ukrainian marines


19-21 August 2009 in the 1st Feodosian separate battalion of marine troops of the Naval Force of Ukraine a verification measures were held by a multinational inspection group from Republic of Poland.

Comment: Comment: Multinational inspection group included representatives from Poland, Luxemburg, Portugal, United States of America and Federative Republic of Germany. By the treaty on conventional forces in Europe (DZZCE) is anticipating annual exchange of information between the countries-members, about the size of military personnel, systems of armaments and techniques, and also the inspection of countries’ territories, which signed the treaty. The treaty was signed in 19th of November 1990 in Paris by the 22 countries. After the breakdown of USSR and Czech Republic the number of country-members of Treaty increased to 30. This treaty was ratified by the Verkhovna Rada of Ukraine on 1 July 1992.

6. UAF and society: a parade of forces is on occasion of 18th anniversary of independence of Ukraine

Military parade took place on occasion of a 18th anniversary of independence of Ukraine, in which participated the representatives of Armed Forces of Ukraine, other military formations and aviation parade and demonstration of armament and military technique took part 24 August 2009 on Khreschatik.

Comment: In a march line-up were 3,4 thousands of servicemen of three types of the Armed Forces of Ukraine, students of seven Higher Military Education Establishments of the Armed Forces of Ukraine, representatives of Ministry of Internal Affairs, Ministry of Emergency and Government Boundary Service, 18 military orchestras. In air component of parade 35 airplanes and helicopters were presented (Mi-8, Mi-24, An-26, Su-25, Б-12, MIG-29, Su-24МР, Su-24М, Su-27, An-148, An-124 “Ruslan”, An-225 “Mria”. On a demonstration were shown 23 samples of armament and military technique .

7. UAF and society: providing safe keeping of ammunitions

On the base of 62nd arsenal of the Southern Operational Command HQ of Land Force of the Armed Forces of Ukraine, which located in Kirovograd, the tactical special training took place from counteraction against fires and possible extraordinary situations.

Comment: Primary objective of a measure – in accordance to Plan of the combat training, working out of military objective actions a military personnel for liquidation of consequences of conditional extraordinary situations of natural and technogenic character. Over 400 servicemen and workers of the Armed Forces of Ukraine participated in this measure as well as representatives of organs of local self-government, subsections of the Ministry of Emergency, forces of civil defensive and medical establishments of the Kirovograd. According to the commander of 62nd arsenal Col. Andrei Araptanova, a special attention was paid to the measures of co-operating with subsections of Ministry of Emergency and medical structures of Kirovograd.

8. Defense-industrial complex: state enterprises of the Ministry of Defense on “MAX-2009”

On the stands of the 9th International aviation-space salon “MAX-2009” among 711 companies from 34 countries of the world were represented the enterprises of the Ministry of Defense of Ukraine the Lugansk aviation repair factory and Lviv state aviation-repair factory.

Comment: The Lugansk aviation repair factory enters in the complement of business concern “Aviavoenremont” and suggests services in repair of air techniques. On “Max” an enterprise was demonstrate possibilities from repair of helicopter’s reducing gears. For today this factory executes major repairs of turbo engines of ТВ3-117 and all modifications for helicopters Mi-8МТ(MTV), Mi-14, Mi-17, Mi-24, Mi-25, Mi-28, Mi-35, Ka-25, Ka-28, Ka-29, Ka-32 in a complete set with aggregates, repair of engines Р-35, Р-29, Р-27, ТВ2-117, reducing gears of SR-8А, SR-14 and SR-24, that set on the helicopters of Mi – series. Lviv state aviation-repair factory executes major repairs and modernization for all modification of МіG-21, МіG 23, МіG-27 and МіG-29.
