1. Military policy: The President of Ukraine is worried about the finance situation in UAF
On August, 28 President of Ukraine VICTOR YUSHCHENKO sent a letter to Prime Minister of Ukraine, in which he expressed the disturbance of UAF financing and recommended without a delay to consider the question of financing of army for providing Defense and Security of Nation.
Comment: In the President’s mind, the main reason of critical situation of UAF ability is guarantee to execute an objective from defense of country, it is also a low level of defense and security provision of Ukraine from Cabinet of Ministers of Ukraine. “Determination of defense in 2009 for the general fund of the state budget to the amount of 7,4 milliards of UAH and the special fund (4,2 milliards of UAH) led to the loss of positive trends in development of Ukrainian army, which was found in previous years”- a President specified. A President accented separate attention of government on the questions of the financial providing of necessities of UAF during the forming of defense budget on 2010. The maximum volume of financing to the amount of 7482, 4 millions UAH (37,6 % from a minimum necessity) and planning of providing of major directions of activity of UAF (five budget programs) is "proved in a next year due to the Stabilizing fund is the display of hard administrative pressure on guidance of the Ministry of Defense and sign of irresponsible attitude toward working out urgent problems in the field of defense of the state", - President declares.
2. Ukraine-NATO: discussion about new strategic concept of NATO
On August, 27, 2008 in Kyiv the leader of department on work with the countries-partners of headquarters of NATO Michele' Dyure reported about conducting public discussion in Ukraine about new strategic conception of NATO.
Comment: New Strategic concept of Alliance will determine future principles of priorities in functioning and development of the organization. The necessity to adapt the role and mission of Alliance in accordance with modern chelenges was confirmed by the leaders of NATO on the Bucharest summit. Main reasons of necessity of development of a new Strategic Concept are necessity of making of a new conceptual approach with clear strategic vision, clear priorities and clear feeling of resources; loss of actuality of operating Strategic Concept of 1999, which does not take into account considerable events and changes in international safety; need account a new threats: before the threats of terrorism and organized crime added threat of energetic safety, cyber attacks and fight for resources; beginning of global actions of Alliance with overrun traditional Euro - Atlantic area of responsibility; appearance and development of European Security and Defense Policy ; expansion of collaboration of Alliance with countries from the whole world; increasing amounts of countries-members and prospect of continuation of expansion; a loss of efficiency of activity structure of NATO in modernity. Main attention during development of new Strategic Concept is foreseen to concentrate on such questions: general security in opposition modern threats; a collaboration with international and nongovernment agencies; co-operating of NATO with EU; providing stable surroundings of security; global partnership; increase of efficiency; expansion of NATO.
3. Preparation of personnel: introduction to the line-up of new students of higher military educational establishments
On August, 28 in the threshold of solemn ritual of bringing of the Military oath of allegiance to the Ukrainian people in the Kharkov University of Air Force and Zhitomir Military Institute of the National Aviation University the solemn handing of shooter weapon took place new students.
Comment: In the Kharkov university of Air Force shooter weapon – the automats of Kalashnikov are handed about 400 students of the first year of studies. On information of representatives of the Ministry of Defense the amount of persons interested to enter to the higher military educational establishments of the Ministry of Defense was multiplied in 2009. A competition to specific educational establishments made over three persons into place. Results of sociological research are “Ways of increase of in number high-quality indexes of set to higher educational establishments” conducted by the Center of Military and Security Policy jointly with a company “Defense Line” from 20 of March to 22 of May 2009 shows that among draft young people in the list of priorities in relation to the terms of passing military service respondents are defined a possibility, the first for professional development (26,19%), high level of discipline and order (21,37%) and possibility for official growth (21,37%), and the level of cash cover occupies fifth position only (19,38%).
4. Combat training: jumps with parachute in the airborne brigade
On August, 26, within the framework of implementation of the program of jump preparation there are warriors-paratroopers of 25th separate airborne brigade of 6th army corps of Land Force of UAF which is deployed in Dnepropetrovsk, in second times in this year, carried out jumps with a parachute.
Comment: The paratroopers of 25th separate Dnepropetrovsk airborne brigade carried out jumps with a parachute within the framework of implementation of the program of jump preparation in second times in this year. During this stage of jump preparation, jumps with a parachute were executed by about 170 officers, ensigns and servicemen by contract. Through the insufficient level of financing measures of the combat training jumps are carried out on the base of Society assistance the defense of Ukraine from the airplane of An-2.
5. Military education: organization of process entry on studies in higher military educational establishments
By an order of temporally acting as the Minister of Defense of Ukraine VALERII IVASHCHENKO is ratified Changes to Instruction about conducting of military-professional orientation of young people and introductory tests in higher military educational establishments and military educational subdivisions of higher educational establishments.
Comment: By an order from 17 August 2009 № 374 “About claim of Changes to Instruction about conducting of military-professional orientation of young people and introductory tests in higher military educational establishments of the Ministry of Defense of Ukraine and military educational subdivisions of higher educational establishments of Ukraine” specified order of organization measures on the military-professional orientation of young people and selection of candidates on studies in higher military educational establishments and military educational subdivisions of higher educational establishments, in order of forming government order on preparation of military specialists , and also order and terms of conducting introductory tests of candidates on studies.
6. Peacemaking activity: inspection verification of peacemaking contingent of UAF in Liberia
Inspection committee at the head with the chief of group on questions of property account and equipment of department of verification and property of contingents of UN Mission carried out Mr. Dominador Kueroliyko on 26 of August inspection verification of the state armament and technique, rearward structures of 56th separate helicopter detachment of UAF Mission in Liberia.
Comment: The members of commission checked up the terms of residence of the Ukrainian peacekeepers, a state of full strength and alertness of motor-car and armored technique, and also the special equipment for providing vital functions of detachment. Yes, a motor-car technique was tested, armored vihecle as BRDM-2. Thus the state of full strength, level of alertness, possibility to processing of jobs on purpose, professional level of preparation of personnel of subsections of providing certainly as satisfactory.
7. International studies: completion of the August activating “BLACKSEAFOR”
On March, 26, command and control ship “SLAVUTICH” of Naval Force of UAF, which took part in the August activating of the Black Sea group of naval cooperation of “BLACKSEAFOR”, come back to the port of Sevastopol.
Comment: About 600 servicemen took part in activating. Activating was divided on five phases, ships passed about 1100 sea-miles and carried out measures to the ports of Varna (Bulgaria), Sevastopol (Ukraine) and Novorossiysk (Russian Federation). Connection conducted 7 days in pestilence and 14 days — in ports. In the complement of uniting the present August activating entered frigate of the Naval Force of Bulgaria “SMELI”, which became a leader, command and control ship of Ukrainian Naval Force “SLAVUTICH", large landing ship of Black Sea Fleet of a Russian Federation “CAESAR KURNIKOV”, corvette of the Naval Force of Romania “Rear-admiral MACHELLARIU” and frigate of the Naval Force of Turkey “BARBAROS”.
8. Defensive-industrial complex: creation of troop-carrier An-70
The Ukrainian air producers expressed the words of sincere gratitude in address to Ministry of Defense of Ukraine for successful completion negotiations with Russia about continuation of implementation of project of airplane An-70.
Comment: Protocol to the operating intergovernmental agreement between Ukraine and Russia about a subsequent cooperation in creation of middle troop-carrier of An-70, his civil modification of An-70Т and engine to him signed temporally executing minister of Defense of Ukraine VALERII IVASHCHENKO together with Minister of Defense of a Russian Federation by ANATOLIY SERDYUKOV. By a state on November, 2007 the Russian side, had to pay, and acknowledged this number, about 300 million USD. Thus, if the Russian side went out from a project, in a prospect had no influences on his realization and no benefits. Instead upon completion of project jointly to Ukraine and Russia by then it was necessary to finance the 97 million dollars of the USA. Present Protocol denounced the statement of the Russian side of 2007 about an exit from a project. For today there is a favorable situation for continuing works on creation of airplane An-70, which consists of the European project of troop-carrier of the same class – А400М, which is developed wide European co-operation, actually tests have a defeat, both in technical and in a financial-economical plan.
