Informational – analytic review of defence news by Defense and Security Policy Center 

1. Combat Training: Joint Command and Staff training of Air Command “West” and 13th Army Corps

A large-scale Joint Command and Staff training of the Air Command “West” and 13 Army Corps had been conducted in the period from 2 to 4 Sept 2009.
Comments: a training was held on the Air Command ”West” facilities. Joint teams from the state authorities together with various departments participated at the exercise. The training, headed by Commander of the UAF Air Forces Colonel-General I. Rusnak was executed in two phases.
As main objectives were: an enhancement of awareness of commanding staff and its practice during operational planning, C2 management throughout the JTF operations, synchronize and maintaining an interaction between all state security entities, testing of new methods and ways of their implementation.

2. Peacekeeping: Rotation planning of the UAF units for 2010

Acting Minister of Defense of Ukraine, Mr. V. Ivashchenko signed a directive on the rotations’ in 2010 of the 56th independent helicopter unit of the UN Mission in Liberia and the national component of “UkrPolBat” in Kosovo.

Comments: According to the document, rotation of the Helicopter Detachment will in future be held twice a year, in the period from 01 to 15 Jun and 01 to Dec 15; the national component of the joint Ukrainian-Polish peacekeeping Bn “UkrPolbat” of Multinational Task Force 'East' KFOR in Kosovo to be rotated during 03 – 17 Aug 2010. 
Manning and training of the helicopter detachment that is planed for June deployment will be completed on the military base of 3rd Army Aviation regiment of 8th Army Corps, for another unit (December rotation) on facilities of 11th Army Aviation regiment of 79th Airborne Bde.
Manning and training of “UkrPolBat” Ukrainian component are to be conducted on military base of 79th Airborne Bde of the UAF Land Forces.


3. Peacekeeping: Ukrainian contingent training in Liberia

Personnel of 56th independent helicopter unit conducted a regular search-and-rescue training in the vicinity of “Roberts International” airport in Liberia.
Comment:Two MI-8 crews have performed flights to the likely search areas, hovered helicopters over a reference points during a simulated rescue and have tested landing abilities on limited sites. Airdrop was exercised with rope descent equipment which most of Ukrainian helicopters are equipped with.
Training was conducted along with execution of the UNMIL scheduled operations. Through two month of being operating in Liberia Ukrainian pilots have completed more than 790 flights with total sum of 850 hrs, transported 2.5 thousand passengers and delivered over 220 tons.


4. International cooperation: Indian Air Force Commander-in-Chief visited Ukraine

Military delegation from India headed by the Air Force Commander-in-Chief of the Republic of India Chief Air Marshal Pradipa Vasanta Nike has visited Ukraine in the period of 1 - 5 Sept 2009.
Comment: The aim of visit was to determine directions and coordination of military and technology bilateral cooperation, examine capabilities of the Ukrainian military-industrial complex.
During visit, the head of Indian delegation met with Acting Minister of Defense of Ukraine Mr. V. Ivashchenko, CoS General of the Army of Ukraine S. Kirichenko, Industrial Policy Minister Mr. V. Novitsky and UAF Air Force Commander Colonel-General I. Rusnak.
Members of Indian delegation also were familiarized with trainingsystem at the National Defense University and a training process of fighter-pilots is currently ongoing in tactical aviation Bde of UAF Air Forces, which is located in Kiev region.
Chief Air Marshal Pradipa Vasanta Nike also met with leaders of the State “UkrSpecExport” company, Antonov Aviation Scientific-Technical Complex, State enterprise “Kyiv Aircraft Repair Plant 410”, holding company “UkrSpecTechnika” and “Motor Sitch”.


5. Multinational training: Signal troops “Combined Endeavour – 2009” exercise

On 02 Sept 2009 Ukrainian signal units left for Bosnia and Netherlands in order to participate at the multinational signal troops exercise “Combined Endeavour – 2009”

Comment:allocation of frequencies and protection of information in IT systems are planned to explore and practice. Current exercise is within the NATO PfP Program and having involved units from 30 countries. It will continue till 20 Sept. During exercise Ukrainian Army Signals will be represented by 18 officers, who are allocated at the regional groups “A” and “C” and Ukrainian one will lead “A” group.
The annually conducted multinational exercise “Combined Endeavour – 2009” is aimed to enhance interoperability of C2, bring to common points both the Partners and Allied communication systems in order to ensure a higher ability to work together in carrying out a joint training and crisis respond actions. Other goals of exercise are: testing communication and IT systems that participating countries are equipped with, examine their compatibility in compliance with both NATO and commercial standards.


6. UAF - NATO: certification of Ukrainian units’ interoperability achievement


At the frame of an experiment with achievement of interoperability with the NATO units, Ukrainian units have been tested for certification on 03 Sept 2009.
Comment: Certification of 1st Mech Bn of 30 Mech Bde was being practiced for three days. An experiment with interoperability achievement had started in January 2009 and will finish in late September. The goal is to reach interoperability in the implementation of NATO standardized procedures during preparation for various military actions: conduct of march, defense, specific stabilization and offensive operations.
Certification process was evaluated on four main areas: preparation for attack, checking combat readiness, attack from assembly area and attack from direct contact with the eventual enemy.

7. Military equipment: post-overhaul helicopter test

A renovated at the 'Lugansk Aircraft repair Plant' helicopter gear “VR-14” of helicopter MI-8MTV has been tested on State company “Sevastopol Aircraft Plant”.
Comment: flight test of renovated gear is the final stage in the process of granting permission to “Lugansk Aircraft repair Plant” for exploitation its facility in execution full overhaul of gears “VR-8A” and “BP-14” type.
The plant has already been given a licence for a repair of gear “VR-24” type. So, Ukraine has established a full recovery cycle of MI-8, Mi-14, Mi-17, Mi-24, Mi-35 and their modifications.

8. Military equipment: standing MiG-29 simulator complex launched to operational

Tactical aviation Bde of UAF Air Forces, in Kiev region, has launched a pilots training program in real environment by using MiG-29 stationary simulator complex. It was designed and constructed on the Lviv “MARKET-MATS” factory.
Comment: Commissioning of air simulator program will significantly reduce consumption of recourses in the training, especially now, when supply of fuel is limited.
MiG-29 standing simulator complex (a modernized version of the older one “CTS-21”) is intended to provide with effective flight training for air combat units, and to be utilized for cadets training as well. Simulator can be used for a practicing the following tasks: preparing for the flight, engine start, movement on taxi and run ways, take off and climb in daylight-night time, at simple and adverse weather conditions; circling, flight on route, figures complex and aerobatics at low, medium and high altitudes; group fly exercise and approaching an engagement zone; search, detection and identification of ground, sea and air targets, targeting and engagement; assessment an electronic situation by using EW equipment; pilot’s actions in specific cases, radio contact maintain, manoeuvring and landing on pre-planned and unknown airfields.

9. UAF and society: opening of the Naval Lyceum

On 1 Sept 2009 at the Sebastopol UAF Naval Academy (former Sevastopol Naval Institute named P. Nakhimov) there had been a celebration on occasion of opening the Naval Lyceum and solemn handing in the Battle Banner.
Comment: Lyceum is designated to provide a secondary education, conduct an initial military orientated training, support cadets with gaining advanced skills are necessary for the following training at higher military institutes, upbringing them in the spirit of devoted service to the Ukraine and people, and conscious desire to master and enjoy a military service. In this year a first batch of 50 young men from 14 regions of Ukraine has been enrolled to the Lyceum.
