Informational – analytic review of defense news by Defense and Security Policy Center

1. International military cooperation: Royal College students visited Ukraine

From 28 to 30 Sept 2009 students of the Royal College of Defence Studies (RCDS) in the United Kingdom conducted a study tour of Ukraine, where they have visited the Navy Command HQ in Sevastopol and Dnipropetrovs’k region. The RCDS is component of the National Defence Academy of the United Kingdom.

Comment: the team was led by British armed forces' Rear Admiral Charles Style, Commandant at RCDS and was made up of senior militaries from defence departments of Australia, Brunei, UK, Ghana, Israel, Indonesia, Kuwait, Pakistan and Saudi Arabia. They visited Navy Command HQ in Sevastopol where have been briefed about the Ukrainian Navy current state and future projects by Deputy Navy Commander, Rear Admiral V. Maksimov.
He has also shared his thoughts regarding regional maritime safety and international cooperation. His particular accent was turned towards participation of Ukrainian Navy assets at the “Active Endeavour”, NATO’s maritime counter-terrorism operation in the Mediterranean and “BlackSeaFor” activation initiatives.
September 30, in Dnipropetrovs’k, students met with officials of district administration and its chairperson V. Bondar. They discussed military capabilities and combat readiness of Ukrainian units presently deployed in the region.

2. International cooperation: Ukrainian Navy visited USA Naval Base in Bahrain

From 22 Sept to 03 Oct 2009 Ukrainian military delegation headed by Captain M. Pinkevich had been visiting the US Naval Base in the Manama, Bahrain.

Comment: The visit was to familiarize Ukrainians with both Gulf of Aden and Horn of Africa water areas so that to deploy in the future Ukrainian ships and participate at the actions to counter terrorism. Visitors have also got an opportunity to acquaint themselves with a legal basis for participation of Ukrainian Navy at the counter-piracy operation, rules of engagement used by currently participating nations, explored specifics of logistical support for Ukrainian units and ships in the likely areas of operation.

3. Recruitment: Autumn recruitment campaign began

01 Oct 2009 the conscription campaign has been started. There will about 26 500 recruits be drafted. Armed Forces will affiliate 19 500 persons that is around 500 persons less in comparison with spring campaign in this year. Internal Forces to take 5 700 and State Transport Special Service – 1 250 youths.

Comment: The conscription is undertaking on the President’s Decree, dated 5 Nov 2008 #999/2008, Cabinet‘s Resolution dated 12 Sept 2009 #855 and MoD’s order from 11 Sept 2009 #457. For the performing of conscription, the Government has allocated 3 mln 267.3 UAH in the State budget.


4. Military Policy: financing of UAF in 2009

September 23, 2009 the Cabinet of Ministers enacted a resolution #1018 “Certain issues of the Ministry of Defence” where MoD will be granted with 227.9 mln UAH, which to be withdrawn from stabilization fund.

Comment: According to the resolution about 50 mln UAH from stabilization fund will reroute to meet the vital demands of military. This resolution is also assigning over 65 mln UAH for purchasing uncompleted construction projects to realize them into a complete accommodation for militaries.


5. Security policy: Participating at the Multinational helicopter initiative

The Ukrainian President’s Decree dated 29 Sept 2009 #775/2009 “On participation at Multinational helicopter initiative” depicted a high interest of Ukraine at such initiatives, which have been commenced by United Kingdom and France in March 2008 in order to resolve a shortage of helicopter assets used in the missions that are under UN, EU or NATO auspices.

Comment: for negotiation process there will a special delegation appointed and led by acting Minister of Defence
Mr. V. Ivashenko. The President of Ukraine and UK Prime Minister Mr. G. Brown in their joint statement on 15 Sept 2009, announced about Ukrainian intent to come into initiative. Ukraine is ready to assist initiatives at two areas: the repair – maintenance of Soviet-made helicopters and pilots’/crews training.


6. Conversion: disposal of unutilized solid rocket fuel components

The state enterprise “Pavlograd Chemistry factory” continues designing and constricting the facilities for full disposal cycle for overage of rocket fuel components. The USA is promising to render a sponsoring of a project.

Comment: Mr. L. Shiman “Pavlograd Chemistry factory” chief manager noted that for this year over 12.5 mln UAH has been allocated from general fund and over 197 mln UAH – were put from stabilization fund. The long standing time for disposal was over at the end of July 2009 by inflowing of 50 mln UAH that gave an impulse to reactivate works. The enterprise has also received 7 mln UAH from the general fund. So, to complete liquidation of fuel components in this year, it has been urgent of over 367 mln UAH more, and for 2010 the need is about 167 mln UAH. It’s planned to terminate a project by 2011 while the draft of State budget for 2010 has no planned recourses for this purpose.

7. Combat training: command and staff exercise in Land forces

72 independent Mech Bde, which is located in Bila Tserkva has started command and staff exercise on 29 Sept 2009.

Comment: At the first stage of exercise, main units of 72 indt MBde were alerted to higher level of readiness by the order of Chief of GS – C-in-C of UAF. Now, exercise is under way and to be continuing till the next week. The General staff working group led by Col A. Gurin supervises a course of training.

8. Reforming of the military activity: supplementary for Sergeant training

On September 21, 2009 Ministry of Defence together with Ministry of Education and Science issued a joint order #476/877 “Supplementary to the training of Sergeants on “junior specialist” qualification rating”.

Comment: This order puts forward a few additional steps for arrangements of the Sergeants training and tasks for relevant departments. By 1 Sept 2010 the Sergeants Colleges will be phased in Kharkiv Air University, National Polytechnic University in Kiev and Kamenets-Podilsky National University. At the same time military division at Vasilkiv College to be disestablished. Execution of the order’s objects will improve in the future a sergeants’ professionalism, may adjust a recruitment process in accordance with “junior specialist” performance rating.

9. Verification activity: no treaty violations were found during last inspections

Under Vienna Document of 1999, the Treaty on Conventional Armed Forces in Europe, 6 foreign inspection teams recently worked in Ukraine and conducted examination of units and military installations.

Comment: The subjected units were: independent Mech Bde of 6 Army Corps in Dnipropetrovs’k region; tank Regt of 169 Training Center in Desna Training Area; tactical aviation Bde in Vasilkiv; independent Mech Bde in Bila Tserkva, near to Kiev; Artemivs’k Armor and Equipment supply Center in Donetsk region; Coast Defence Bde of UAF Navy in Crimea and 80th independent Air Mobile Regt in Lviv. None of teams have revealed any violations of undertaking treaty obligations, as was notified by Col A. Loyshin, deputy of Chief of Ukrainian Verification directorate.
